1. 项目背景 / Background

随着全球气候变化加剧，海平面上升（Sea Level Rise）已成为威胁全球沿海社区、华侨定居点及文化遗产的迫切危机。根据联合国大会第 78/558 号决定，国际社会正致力于制定《海平面上升问题宣言》。作为具有数百年互助传统的全球性社会组织，世界洪门组织（WHMO）正式发起“洪门国际互助网络（Hongmen International Mutual-Aid Network）”，旨在通过民间力量保护受威胁的社区。

As global sea level rise poses existential threats to coastal communities, diaspora settlements, and cultural heritage, the World Hongmen Organization (WHMO) has officially launched the "Hongmen International Mutual-Aid Network." This initiative is a direct response to the UN General Assembly decision 78/558, aiming to leverage grassroots solidarity to protect vulnerable populations.

2. 三大核心行动 / Three Core Actions

A. 文化遗产抢救工程 (Heritage Rescue Protocol)

  • 行动： 针对东南亚、大洋洲及美洲沿海面临淹没风险的历史会馆、宗祠、庙宇进行数字化建模（Digital Twin）与物理加固。

  • Action: Implementing digital archiving and structural reinforcement for historical guild halls, ancestral temples, and community landmarks at risk in coastal regions worldwide.

B. 社区韧性互助基金 (Mutual-Aid Resilience Fund)

  • 行动： 设立专项小额贷款与应急赠款，支持受灾华商进行生计转型，转向可持续的“蓝色经济”产业。

  • Action: Establishing a micro-finance facility to provide emergency grants for small businesses, facilitating their transition into sustainable blue-economy sectors.

C. 法律权益倡导 (Legal & Rights Advocacy)

  • 行动： 在国际层面倡导“文化主权”概念，确保流散群体即便因地理变迁搬迁，其集体权利与文化身份仍受法律承认。

  • Action: Advocating for "Cultural Sovereignty" to ensure that displaced communities maintain their collective legal standing and cultural identity despite geographic shifts.

3. 为什么洪门网络更有效？ / Why Hongmen Network is Effective?

本网络依托洪门深厚的社会资本（Social Capital），具备政府机构难以企及的“末端触达能力”：

  1. 高信任度动员： 基于数百年的传统纽带，实现灾时的快速响应。

  2. 文化敏感性： 方案尊重传统价值，减少搬迁过程中的社会创伤。

  3. 金融灵活性： 去中心化的互助模式，精准补齐国际大宗援助的缺位。

The network relies on centuries of social trust, ensuring rapid mobilization, cultural sensitivity in adaptation, and financial agility that complements institutional international aid.

4. 国际合作与参与 / International Engagement

世界洪门组织已正式将该实践案例提交至联合国经济和社会事务部 (UN DESA)。我们欢迎全球科研机构、非政府组织及社会贤达加入此网络。

WHMO has formally submitted this Good Practice to UN DESA. We invite global academic institutions, NGOs, and partners to join this network in building a climate-resilient future.
